Only reload remote refs if absent or on request
This avoids the runtime resolving the live refs on startup

- Use soar charlie zone as example of inclusion/exclusion zones

- geometries are geojson features
- classified with an instruction to the automation

This allows us to include Feature and FeatureCollection
We probably don't need FeatureCollection for now at least
We do need Feature since the primitive list will
contain a list of features of varied geometries

- revert changes to emergency schema
- remove Feature and FeatureCollection

- Added a script to simplify running the js tests
- Updated readme

restore incorrectly moved v0.2.0 entry

Previous release wasn't rebased onto dev

- use discover to find python unittests
- choose filename for output compiled schema
- use python+node container for JS tests
- compile ignored test schema before running all tests

This is a workaround until a new version of Flasgger
is released.
