Define Rectangle and SpaceTimeRectangle by bounding box

Closes #4 (closed)

Breaking changes in construction of Rectangle and SpaceTimeRectangle classes. Define by bounding box rather than centres and ranges

  • GeoSpatialTools.quadtree.Rectangle class + tests
  • GeoSpatialTools.octtree.SpaceTimeRectangle class + tests
  • Update OctTree notebook
