Unable to use environment variables in NCML files

Had planned to use environment variables to set path names in NCML files. Due to the way pynemo works this is not possible so need to put absolute paths in the config file.

Would be useful to be able to utilise variables in this way, as the working directory etc can be set during the conda virtual environment activation.
