In the wiki/About section there is place to state a license. Also we can add it to the README/gitlab project ...
For the icoads.utils I needed to specify one in the package description so I added the command use_gpl3_license().
Let me know if you are happy with being a GNU General Public License or do you prefer something different. I remember @eck saying: to ask @dyb about this.
