removed function rough from flux_subs

added related function "rough" to flux_subs

Update Code/AirSeaFluxCode.py, Test_Data/era5_r360x180.nc, Code/flux_subs.py, Code/get_init.py, Code/hum_subs.py, Code/toy_ASFC.py, Code/util_subs.py files

add warning for the user

updated cs_X routines in flux_subs

renamed L options "S80" -> "tsrv" and "ecmwf" -> "Rb"
changed default L option relative to method used in get_init

changed gamma_moist in hum_subs to gamma for different options of adiabatic lapse rate (dry-constant, definition, or for unsaturated air with water vapor-, moist)
adjusted it in ASFC 

- set default method S88

- for first three iterations u10n<0 is set to 0.5 to allow convergence for small negative values
- added initial restriction for n not to be less than 5; if so it is set to 5

changed flag "l" in AirSeaFluxCode to be set when Rib<-0.5 or Rib>0.2
